Trump’s proposal suggests that Ukraine cede certain territories in exchange for security assurances from the United States and a commitment from Russia to refrain from further invasions. This plan seeks to officially conclude the conflict initiated by Moscow in February 2022.
The plan would freeze the current lines of conflict in regions like Kherson and Zaporizhzhia, allowing Russia to maintain control over most of the areas it currently occupies. The Crimean Peninsula, annexed by Russia in 2014, would remain under Russian control, as would the Luhansk and Donetsk regions in eastern Ukraine.

Under the proposal, Russia would gain some additional territory in the Donetsk region and share the output of Europe’s largest nuclear power plant in Zaporizhzhia. Additionally, Russian President Vladimir Putin would be reintegrated into an elite economic group alongside the U.S. and its allies.
As a consequence of its actions, Russia would lose access to $100 billion in frozen assets, which would be redirected to aid Ukraine’s reconstruction. The U.S. would take a portion of the profits from these investments, while Europe would contribute an additional $100 billion.
